Last March 16, 2021, Cavite Governor Jonvic Remulla announced that starting March 19,2021, there will be “ No Tourism Zone” in the vicinity of Kaybiang Tunnel in Ternate.

The provincial local government decided to disclose this to the citizens since it has been resulting to heavy traffic, scattered waste, and recently due to a fight among visiting riders.

The governor stated that he received an incident report about the happenings in the tunnel situated in Mt. Pico de Loro. In his statement he mentions that there are many bikers, motorists, and cars parked to eat, sight-seeing and stops to take selfies and pictures. And the result of bottle neck traffic in both entrance and exits of the tunnel causing the locals to report the said situations.

“Buong magdamag ay libo-libong bisikleta, motorsiklo, at sasakyan ang nakaparada, kumakain, nagliliwaliw at lahat ay tumitigil para mag-selfie o mag-picture-taking doon. Ang resulta? Nonstop TRAFFIC at bottleneck mula entrance at exit ng tunnel,” Remulla said.

As a result, the following laws will be implemented in such areas:

  1. NO PARKING in the vicinity of the Kaybiang Tunnel.

  2. NO CYCLISTS using the tunnel for leisure purposes.

  3. NO EATING in the vicinity of the tunnel.

  4. NO SELFIES in the vicinity of the tunnel.

  5. NO LOITERING in the vicinity of the tunnel.

  6. DO NOT BLOW your horn inside the tunnel.

To ensure the implementation of the new policy declaring the tunnel as a "No Tourism Zone," police checkpoints will be placed in the towns of Tanza, Naic, Maragondon, and Ternate. Eventually Remulla explained that he would not have wanted to restrict tourists but it was also for the sake of the Kaybiang Tunnel.

“Hindi ko naman kagustuhan ang basagan ng trip. Ngunit responsibilidad ko din na siguraduhin na maayos ang counterflow ng traffic at maintenance ng law and order sa ating mga lansangan. Kaya mula Tanza, Naic, Maragondon at Ternate ay magkakaroon ng CHECKPOINT areas ang PNP.”

He even posted in his Facebook page #KeepKAYBIANGsafe discussing the “No Tourism Zone” of the tunnel for safety purposes.
